1. As the ISSF Rules concerning judges are now being imposed more strictly, it is necessary to have Nordic judges with high level of competence.
2. One joint NSR Judges Course for all four disciplines should be arranged every two years, organized by the NSR Championships host federation.
3. The NSR Judges Courses for all four disciplines and Target Control should be held together over at least 3 days – the disciplines being separate for some period for practical and special rules work, and for testing on these aspects. Shotgun Referee Courses should also be arranged according to the ISSF Rules (Annex S). The documentation, tests and test papers for the different disciplines should be coordinated to achieve an equal level of competence between the disciplines.
4. The host federation of the Nordic Championships should in connection with the NSR Judges Course compile and issue a complete and updated list of all active and competent Judges within the NSR.
5. The desirable goal should be for each Nordic federation to have a minimum of 3 ISSF “A” and 6 ISSF “B” licence-holders for each discipline and for Target Control as a separate expertise.
6. The NSR federations should ensure that only competent and active licence-holders are recommended for renewal. The ISSF regulations for judges should be carefully observed by the Nordic federations to guarantee the subsequent high status for Nordic judges.
7. Participants should have a high level of competence regarding the ISSF regulations, well documented national experience as judge and/or instructor, and preferably international experience on at least home basis.
8. The top national licences should equate to a “C”-licence. Then those capable of adjudicating problems in at least one of the ISSF languages should be considered for ISSF “B”-licence. They should at least have an adequate knowledge of English.
9. It is highly desirable that licence-holders know more than one ISSF language.
10. The courses should be held latest in November in the year before the Nordic Championships to coincide with licence (renewal) applications, or in connection with the Nordic Championships if that is deemed more practical. The courses are to be conducted in English.
11. Costs should be kept at lowest possible level, each participating federation covering their own travel and accommodation (board & lodging) expenses. The course itself should be free of charge for visiting participants. The cost of the instruction material and the instructors travel, board and lodging shall be shared out equally among the NSR participating federations, except Iceland.
12. Invitations shall be issued to other English-speaking students from other ISSF Member Federations, by arrangement with the ISSF Judges’ Committee. A single fee would then need to be agreed for such participation from non-NSR Federations.
13. Instructors should preferably hold ISSF “A”-licence, or at least ISSF “B”-licence. ISSF “A”-licence holders from other NSR countries should be invited as instructors. The co-ordinating instructor, giving the lectures on General Aspects, must have an “A” License.
14. The aim of the courses is for the Nordic national federations to be able to provide qualified judges:
a. to support ISSF supervised shooting events in the Olympic Games and ISSF championships and competitions of the highest levels
b. to support ESC championships and competitions
c. to support Nordic Championships
d. for international championships and competitions in own federation
e. for international competitions hosted by other federations
f. as instructors for courses
g. to provide continuous liaison links, and to feed-back experience from international championships and competitions
